The decoration rounds are demilled according german law, which means that they do not contain any powder in the shell and the igniter plate is shot of. This is how all display ammunition here is offered.
(With the coming EU gun law in september 2018 it may be that this specification will change. We have heard that the shell has to have a drilled hole and that has to be a little plastic ball inside the shell. If this really will be the new spec after the new EU law comes into effect we will see later this year)
