The four stable holes on the edge help with the attachment. The "shot holes" appear realistic due to the deformation on the back of the shield and give the shield more depth. Authentic look, the rust is real. This sign could just as well have been found in an attic.
This sign commemorates the events of the Battle of Arnhem: the efforts of the Allied forces as part of the "Operation Market Garden" to conquer the bridge from Arnhem over the Rhine in September 1944. One of the last battles that the Wehrmacht could decide for itself.
